Sad to say, this is one of the symptoms of a picture tube that is on its way out. There isn't anything that can be done to repair a bad picture tube, and it's uneconomical to replace one. Keep using the TV, and when the problem becomes permanent, replace it.
If you have sound, than a bad ground may have occured on the horizontal transformer or the vertical IC. These will have to be resoldered. In the event the vertical IC is resoldered you should have the capacitors immediately near this IC checked and replaced as necessary! I would imagine you are speaking about the older picture tube type TV. This info is for most tube type TVs. Hope this will help! Thanks for asking!
if the ic have been replaced, it may be necessary to refocus the rprojection tubes, this is done by moving the rings near the bottom of the tube, determine which tube and by focusing the lens .. be careful when doing so high voltage can kill you!!
Odds are real good that the cooling fluid in the green and blue picture tube assemblies has become contaminated. You can tell by looking down into the lenses with a flash light. Funny thing is the red never gets contaminated because whatever organism is causing the problem can't survive in red light. BTW this may still not solve all of your convergence problems but when the colors are so badly diffused the convergence sensors for flash focus can't lock onto the beam landing.
The convergence is out . There are big ICs in the tv that go bad or get bad solder connections, that control each CRT to focus the picture one on top of the other. DO NOT move or try to adjust lens. The fluid is a coolant like in your car to keep the tubes cool.
1 they are either rebuilt or a defective returned to stock accidentaly
2 yes securly attaching it helps the heatsinks keep even cooler. no you don't need heatsink grease.
3 if the tolernace is very far out of wack then it woun't take long befor they blow. once you have instaled the new board turn on the set enter mute,1,8,3 then perfect focus on the remote let it do it's thing then shut off the tv and resart the tv and press perfect focus again.

A lot of times when the convergence ICs blow, there are also problems
with resistors on the board (talking from Hitachi experience), or the
If the other problems, like blown resistors, are not repaired, the ICs
will blow again right away. If the ICs are your only problem, then
replacing them may work http://home.earthlink.net/~oleg.filippov/ConvergenceFix.htm http://cmpalmer.blogspot.com/2006/11/fixing-my-own-tv-part-ii.html
The convergence IC's in this TV set are bad. Both IC's should be replaced at the same time. They are labeled STK 392-040. Use only the ones that are not replacements but from a reliable source. The complete convergence board is no longer available from Samsung, so this is why these IC's need to be replaced. You will also need the service manual for this TV set as after vthe IC's are replaced you will need to go into the service menu and do a convergence alighnment. Good Luck
