Question about Televison & Video
Normally in this type of situation, there are distribution amps at the aerial. I would look for a defective amp. The one that is working of the 16 on the main road side is likely to be the one closest to the amp. In other words, it has the shortest cable from the common aerial.
Check the amps and update this if the amps are good and we'll look elsewhere.
