Some of your terminology might be off. I might guess that your Dell 1520 laptop is approaching 7 years old and runs Windows Vista. Your can run Disk Cleanup (found under All Programs > Accessories > System Tools). You likely have many programs running in the background when your startup your computer. You will need to go to the Control Panel > Programs and Features; then removed any unwanted programs. If you are really out of space on your hard drive, this steps will help a bit, but there will be only so much you can do at this stage.
First check that the fan is working properly by F12 at powerup to get into the Dell diagnostics. Open task manager and close any unnecessary processes running in background Delete all unnecessary applications Uninstall unnecessary programs (Games, crapware, toolbars, etc.) Let me know if it helps you. Use system utility tool like RegInOut to remove unwanted files, fix registry and windows errors which cause of overheat problem
If you have trouble removing a program - click on control Panel - Add Remove Program and then click to highlight the program you want to delete then click Remove and follow the prompts.

Thats the reason your computer is slow.. Try to run inbuilt cleaning like disk clean up to see if there is any iimprovements in speed.. Else switch the Operating system to win XP or Win 7 Starter
