Depend on the keyboard you are using. I have a Logitech G15 and a symbol tells me that my Caps Lock is on. With Caps Lock ON every letter keys you press, the letter will be in upper case.

If you are not getting fuel to the carb.. no amount of primer bulb pushing will draw fuel into the carb. Disconnect the main fuel line at the carb and check for fuel flow from the fuel tank to the carb.
There is a fuel strainer (inside the fuel tank) that is item 7 of this link: http://www.searspartsdirect.com/partsdirect/part-model/Mantis-Parts/Cultivator-Parts/Model-7225/3278/1500063/P0605037/00004?blt=06&prst=0&shdMod=7225 that if it is clogged will prevent fuel flow to the carb.
Make sure all the lines are fully seated in the grommet (item 5 above link)
Additionally if the check valve item 8 is not functioning correctly you will not get fuel to the carb.
A good test to see if the problem is inside or outside of the carb is to disconnect the main fuel line and hold your thumb over the main fuel line manifold. Depress the primber bulb.... It should stay depressed by itself.. (not always but usually)
The wireless keyboards & mice work on batteries, try replacing the batteries first, if that doesn't work you may try with an USB(or PS2) replacement keyboard/mouse.
