I am a manufacturing engineer... I want to program my calculator for machining functions. When I program simple equations, such as Surface Feet per Minute, RPM x DIA / 3.82, the prompts are only (?), and I...

Yes, that is possible. Here is a simple program that prompts the user to enter the value of the radius, then it displays the circumference.
To name variables use single letter symbols, A, B, C, ...

To enter keywords such as Input and Disp(play) use the sequence [2nd][0] (Catalog) then scroll or press the letter that begins the keyword to go to the top of the list of commands that start with that letter. For other mathematical and non litteral symbols scroll up to go to the end of the catalog and continue to scroll up until you find the symbol.

My TI-84 PLUS calculator wont show the graph after i type in an equation. please help!

You need to fix your graph so that it shows the correct y-axis and x-axis.
It works best if you press the zoom button and then scroll to find the ZoomFit option.
Then the graph should show up.

I try to scroll right on the MATH menu and it isn't scrolling through to give me options for decimal to fraction.

First, make sure you're pressing 2nd [MATH] F5 to get to the MATH MISC menu. To see additional items on the menu (in effect, to scroll through it) press the MORE key (just to the left of the left-arrow key), not the arrow keys.

When using the STAT>EDIT option

In order to create a list, press STAT->EDIT and scroll all the way to the right of the column titles. Once you go far enough (usually past L6), there should be a column with no title and when your cursor enters it, ALPHA-lock should come on. Enter any name into the title box for this blank column. In your case, you will want to press 2ND->L2 (which is the "2" key's alt. function). Then press enter or scroll down the page. You should now have a list with the name you entered among your lists and it should work just like any other list.

My ti-84 wont graph two equations i pressed enter to activate it but it wont grah both of them

If the application Transfrm has been executed, it lingers in RAM and takes over the graphing capabilities of the native OS. This prevents you from drawing more than one graph. You must unload it from memory.
  1. Press the [APPS] key.
  2. Scroll down to the line that shows Transfrm.
  3. Highlight it and press [ENTER].
  4. In following screen you are invited to uninstall or continue.
  5. Press the number to the left of Uninstall. Validate if need be.
  6. Return to the Y= editor to type in functions to graph.

In the TI-83 plus, i don't have a Y1 list in the 2nd graph menu. All I have is X and it wont let me scroll up to the X, it just keeps scrolling up into neg. numbers

To fix that problem, you have to delete all of the applications/programs, I forgot which. I had to do it on mine and I could graph anything after, but it deletes everything in your calculator, including your games.

How do you turn the Plot off?

Press [2nd][STATPLOT][4:PlotsOff]; command is pasted onto run screen. Press ENTER] Calculator says Done.
Alternatively, [2ND][CATALOG] to access the commnad catalog, press [ALPHA] P to jump to the first command in catalog that starts with P and scroll down to reach PlotsOff. Select it and press [ENTER]. It is pasted onto home screen, etc., etc.
The last part of the answer may seem like overkill, but I would like to point out the existence of the command catalog because it contains a lot more commands than are accessible through a key or a menu.
Hope it helps.
