Well that would be a question as to whether you got the disc as a retail purchase or bundled with your PC. If you got it as a retail purchase(Bought seperately at a store) then Yes you should contact Microsoft and after verifying your liscense they should be able to send you a new disc( They'll probably want to charge you a fee for the cost of the disc and shipping. but thats small in comparison to the cost of buying the OS all over again.
If you got it bundled with your PC you need to contact the Manufacturer of your PC to find out their media replacement policy.
