Question about Kitchen Ranges
The LOC feature was turned on by pressing and holding the [STOP|CLEAR] Button for more than three seconds. One must press and hold the same button again for more than three seconds to turn off the feature.

I used to own this oven. As I remember, the only reason it would lock is if you pushed the 'clean' button. Be sure it's not in a 'clean' cycle.
Otherwise try unplugging the oven from the electrical outlet and let it sit for a minute or two before plugging it back in. Be careful moving the oven out, since it has an electrical cord and a gas hose (dual fuel). See if removing the electricity resets the controls.
