Troy Bilt front self propelled push lawn mower and need to change the oil but can't get drain plug out
It does not have a drain plug. You can remove the dip stick and tilt the mower to pour out the oil, or you can use one of those hand pump syphon units to pump it out.

There should be a drain plug on the underside of the mower deck. Raise that side of deck, remove the plug and drain the oil. Replace the plug and add new oil. Hope this helped.

Check your oil level, it sounds like it has got too much oil in the crankcase.
The oil level should be to the last two threads on the fill plug threads of the engine.
This is the main cause of white smoke coming from the exaust of the engine.
