The solution very exspensive repair,the tv have problems,with it IC on light projection engine block.By replacing the light projection engine block,will cost more than half of cost of the new tv.Tries talk to Toshiba for some kind of solution,these tvs are design problems,the IC they put on the engine block have problems.
When massive power surges to the tv.The tv Tuner signal board have 50/50 chances also dead too.In ur case it did.That the board,where the incomming broadcasting signal cable plug into it.Tries websites like Shopjimmy.com,Ebay.com to buy a refurbish tv Tuner signal board for the replacement.
I also have this problem on a set that is a year and a half old. The repair man was here yesterday with some parts that didn't fix the problem...he said the screen needs to be replaced! Luckily I bought from Costco, who extends the warranty by a year, so we won't be out any money. They will be getting back to me with what they are going to do...repair or replace...depending upon what is most cost effective for them. I will be trying to purchase extended warranty for this TV, if repaired, or new TV, if replaced. Too many horror stories out there on all brands not to.

Is your TV the Toshiba 52hm95? I had a similar problem but my TV went out completely. I had a service tech out this morning..it was my light engine and will be $900.00 to 1000.00 to fix. I hope that's not your problem too...Toshiba said they have had no other reports of such a problem with this particular tv.
