Re: NO DIAL TONE
Since an Analog Pana phone uses two pairs, swap phones completely with someone else. If the phone you had works somewhere else and the phone you borrowed does not, it's a wiring issue.
The phones light up because the data to make the display and lights travel on the second (black/yellor or orange) pairs of the jack (pins 2&5). The voice is on the first (pins 3&4) pair.
If the phone is bad, it's bad, but I'm guessing your missing a wire on the red or green lead of the phone jack, either from a bad base cord, or a bad jack.

A 77xx series phone is a Proprietary Analong telephone. It requires 4 wires to operate, the inner pair (your standard tip and ring) carries the voice and the outer pair carries the data. Guess which pair has a problem :-)
If you start with a regular telephone and plug it into the jack, you'll get dial tone. Work your way back until the regular phone works. Once it does, the 77xx phone will work. Also, to double check, take the system phone and plug it directly into the jack at the system cabinet. It should work or you have a defective base cord or phone.
Now here's a conflict. Does line 4 work on any other phone where it doesn't ring? You say all lines are working properly wiith dial tones, tnen you say you can't pick it up from another phone.
I don't think these phones have "private lines", but the dial tone comes from the 2nd RJ-14 jack on the wall. On every phone, you could swap the plugs so that line 1 comes into line 3 and line 3 comes into line 1 (you'll lose the intercom) and see if you get dial tone on line 2 which will be the phone that works line 4. The point being to determine if you have a wiring issue or a programming problem.
No dial tone on telephone set? could mean alot of things. Phone went bad, jack is bad(test in different jack or from a network interface, either inside or outside. depending what your dwelling is)
Just to point out a fact, when dial from your mobile to that number that has no dialtone, that ringing sound you hear is from the central office that is putting out that ringing, it has nothing to do with the phone you're trying to ring to. You would hear the ringing sound, even if all your phones were unplugged from every jack in your dwelling.
to forward calls...go to your phone service providers website and help section for complete instructions... with most companies simply pick up the phone... wait for dial tone... press *72 wait for 2 beeps and enter the number (area code first) that you would like it to forward to...once you enter the number wait for the line to ring... once it rings and is answered you are all set! if it doesnt ring or is in use.. try again within two minutes...you should hear two short rings if it is activated... to deactivate call forwarding... pick up the phone (in the office) wait for dial tone and dial *73 or #73 you will hear two short beeps... it is then off..
