I had the same problem for 6 months on and off. I changed all cords, splitters,,,even tried different phones and still had no dial tone. Finally got the phone company to come to my house instead of just the lines outside. I had a short in one of my phone jacks. Once he replaced it the problem was solved.

If you start with intercom dial tone, press 81 or 82. If you dial 9 you'll get line 2 before line 1 in normal programming, and if you dial a line that's busy with 8x access codes, you'll get a busy, even if the other line is free.

parents have had their Panasonic KX-TGA101 for a little over a year and
it just stopped working. It no longer rings when a call comes in.
Plus when we try to answer a call or place a call all we get is a busy
signal both auditory and in the display window. SOLUTION: you might want to change a new phone line, that's maybe the culprit, most of the time is the phone line is worn out first due to too many reasons.
The red light will stay on until you clear the alarms. Those alarms can be for any reason, so the idea is to just ignore them and let a technician read them when he comes.
If you don't have a Line 4, it will give you a fast busy because there's no dial tone. Just because it appears, and you can select it, ie green light and display saying Line 004, if it has no line connected to it, you will get a busy. Either get dial tone on the line, disable it, or take it off the set. The first is in program 400, the second is PROG press the button press TRANSFER twice and STORE.
Just some Tips - Do you have any other phones or fax machine in the house? Check to make sure they are all hung up or press the off/ hang up button. If so, disconnect them until one brings back a dial tone when disconnected Also try cleaning the charger contacts with an eraser to the charger sends a signal that the phone is hung up.
