Need to keep rebooting my book external hard drive

The external drive is going bad. Better get all you need off of it cuz it's going to croak soon and you won't be able to get anything.

My Book formatted NTFS attaching to Mac

If you want to exchange data files between a PC and a MAC then your My Book 3.0 external hard drive needs to be formatted in FAT32. Use a PC to format the external USB hard drive in FAT32.
If you only want to use the external hard drive on the MAC then use the MAC to format the hard drive in HFS+

I would suggest copying the data to your My Book as an interim step before copying to the second drive. Copying directly from one removable media device to another will necessarily move the data to your computer temporarily anyway, so there is no disadvantage to simply using your My Book as a middleman in the process.

I have a USB connector on the back of my 250GB My Book that is now broken. The inside black rectangular plastic is missing. Can this be easily repaired?? I can do this myself if it can be.

Repair is next to impossible. The black center part that's missing is what holds the four gold terminals in place. Good news is these external hard drive cabinets are universal. You can buy an empty one on eBay, for instance, and mount your drive inside.

Only caveat: The included software might not work on a non-MyBook drive interface. But if you don't use the software (which usually sucks anyway) then you are good to go.

Turn on your computer, plug in your My Book external hard drive (double check that the power is properly plugged into the wall and the hard drive), If nothing happens then right-click My Computer (or labeled just as Computer in Windows Vista or Windows 7), Choose Manage, Choose Storage, Choose Disc Management, towards the bottom of the window you will see Disc0, 1, 2, & so on. Are any of them colored with a Black bar across the top and labeled as Unallocated Space? If so, then right-click in that box and choose create simple volume and format in NTFS. If you don't see your hard drive listed in this window, or if you are unable to partition and format the drive, then most likely your hard drive isn't any good anymore. If it's under warranty, then return it for a new one.

You will need to try formatting the drive. You can do this from the drive management section on the Mac.

External hard drive not recognized

You need to first narrow down the problem to either your PC or the external hard drive. Do you have access to any other PCs you could try connecting your hard drive to? (think friends, family, public PCs, etc)

If the hard drive works on other PCs, we know it isn't a problem with the hard drive.

If it turns out that the hard drive is fine and the PC is the problem, I would suggest going in to Device Manager and uninstalling everything USB related. Once you have done this, either reboot your PC or right-click inside device manager and "scan for new hardware". All of your USB related devices should reload their drivers automatically. You may want to try this both with and without the usb drive connected.

Another tip would be to try various USB ports.
