Keep down the colour completley, and note whether you get a pure black and white picture. If not adjust the cutoff control, normally these are preset controls fitted on the base card of the TV; to adjust the excess colour seen on the screen to increase or decrease; so that you can get a clean black and white pocture with no tint on it. it is a time taking task; and should have some sort of skill and more patience. Sometimes you may have to retune other two cutof controls [Blue and Green], too to get the desired effect.
Christ, why did you disturb the bias settings? Which stupid @#$% told you to that? The red color was most likely a blown Red Output Transistor, or something as simple as a bad CRT base. Now, I suggest that you switch off the TV, wait for a couple of hours, open the set, and very slowly and carefully pull the CRT PCB (along with sockets base. Then clean the CRT terminals (use a fine emery sheet.) Also check the base for dry (cold) solders.
Replace the CRT board. Picture should be normal. If problem persits, then it is definitely the Red Output Transistor or associated components. Get a professional to have a look.
