Does this happen with the laptop plugged in or on battery? Does the screen turn on and show you anything(like a dell symbol or something like it)? Does it beep at you? If so, is it a series of beeps, or just one beep?

Welcome to Fixya.

I see that you're having boot issues, here are some other things that you can try :
  • Ensure that the computer is turned off
  • Unplug/disconnect all USB connections
  • Unplug the ac adapter cable
  • Carefully remove the battery
  • Press and hold down on the power button for at least 10 seconds
  • Connect the ac adapter without the battery
  • Turn on the computer
If the above procedure works, then you may reconnect all devices once the computer is up and running. Otherwise, I am recommending a full operating system re install.

I hope this helps, Thanks for using Fixya.

I have windows xp computer and someone has changed start up password so now i am totally locked out help

Now you are in a deep trouble!
But hey! there's a solution. You might not love it but hey you will be able to get back to you desktop within 60 mins.
Take your Bootable XP cd and insert it in the cd/dvd drive. Turn on your pc and you will see something like that"Press any key to boot or del to boot", well do that.
Insall a fresh XP on a drive other than in which your previous locked XP is. Do not format the hard disk as you will lose the data forever.
After the installation is complete you can acces the hard drive from the newly installed XP. Now you can backup or take out your data from where it was and delete the previous XP.

Network Boot Windows XP?

Put the HDD in any other computer , creat a folder called XPbackup and copy the XP cd to the folder, Start the XP install from the other computer  , when the install stops for CD key , turn of the computer and remove the HDD and put the HDD on the laptop and turn it on , Mostly the installation should start from where it stoped. If the Xp install askes for the source files , browse to the folder created and point to the files. Most of the time XP will install a generic HAL so no need to worry.

Very slow start when my dad turns his laptop on

There are alot of things you can do to speed up XP. The best solution for you to do is to backup all the data and reformat and reinstall windows. This will clear off all the junk and get you started on a clean slate. Windows never runs better then when it is first installed. Short term solutions are, defragmenting the hard drive. Killing processes that are not needed.
Hope that helps,
Lee
