Dude, I have the same laptop as you, and the same problem as well ! I managed to try some things out and i figured out that your wireless settings are ****ed up as soon as your laptop runs out of battery while the cover isn't open. Just shut it down by pressing the power button 5-10 seconds, then restart in safety mode with the network reset thing. This will reset the whole network settings back to defaults... ;) i know I'm a year too late, but I hope it'll help some people !

SOURCE: Wi-Fi not connecting on Toshiba Satellite A15-S157 PC Notebook

you tried giving it a static IP address rather than using automatic settings (i.e. DHCP). Sure enough, this cured the problem, connected fine. I looked in the dhcp server logs and while it was not complaining that the IP address pool was all used, it did seem that all the IP addresses available were being used. I increased the number of IP addresses available to be allocated by the dhcp server and problem solved. The big mystery to me is why Windows XP would report this as a problem with a weak signal? Isn't the access to the dhcp server and the allocation of the IP address at a layer above the wireless connection? Anyway, it's useful to be warned that the wireless diagnostics are misleading.

Turn the laptop over, Front facing you.
The Battery Compartment is on the Front Right corner.
The Wi-Fi Compartment Cover is on the Back Left corner.

Remove the single screw in the right middle of the cover. (Philips head)
See if a Wi-Fi PCI Mini Card is installed.

No?
You'll have to obtain a Wi-Fi PCI Mini Card for your Toshiba.

Wi fi card or adapter

Hi,
First check that you have got right adapter for your laptop.
then check that your motherboard actually supports a wi fi. IF you have everthing sorted then go ahead and plugin the compatible adapter. Also, be sure to have the latest driver installation disk ready.
Start your PC, it should detect it and then ask you for the driver.
If this dosen't work or you are unsure then my best advice is to take it to an authorised vendor and let him do it, no use playig around with an expensive laptop.

Wireless no longer works

1st Solution:
Check if the wi-fi card is properly installed under Device Manager. Go to Start then look for Control Panel on the right pane. Under Control Panel look for System and Maintenance and then click on Device Manager. Now under Device Manager look for Network Adapters and collapse or click the arrow next to it. Check if your wi-fi adapter is installed(10/100 or 10/1000 is your LAN adapter, wi-fi adapters usually indicates something like 802.11x(could be agn or g or b) or the word "wireless". If you don't see anything I mentioned above that means your computer is unable to detect any wi-fi adapters installed. Know if you found a wi-fi adapter but there is a yellow exclamation or question mark, all you have to do is re-install the drivers for your wi-fi adapter(you can download the drivers on the Compaq website for free.)

2nd Solution:
Check if the wi-fi is disabled or stopped, if you have a bulit in wi-fi adapter on your laptop they have a wi-fi switch on the side or near the function keys(F1, F2, F3 up to F12). Wi-fi button/switch will have a logo or marking of an antenna that has waves coming out of it and there is a LED light that will indicate if its on or off(for Comapaq laptops it's either a blue button at the front, near the function keys or at the front panel on the buttom edge.

If both fails then you may need to contact Compaq for further assistance.

Hope this will help you fixin the wi-fi problems on your laptop.

Regards

If by "turned off" you mean with the switch, the wireless adapter itself is probably bad.The cheapest solution is to buy an external wireless adapter.
