You said that your computer is not Turn it ON and after that you said that you are hitting F12.

Hitting F12 will NOT turn your computer ON.
    You must hit POWER

If after that your computer is not working the problem could be related to a power supply.
Check on the back of your computer is the fan is working, also check inside if the cpu fan is working.
If not you have to replace your power supply.

Why are you rating my help as innapropiate since I'm trying to help you for free?
Please explain or change my rate

    Thank you

First of all you put the question like a Desktop instead a Laptop (that's is not my fault)

to get into your BIOS on Toshiba do this

    Toshiba Laptops: - Toshiba Utility
Toshiba: - Press Esc during boot
Toshiba, Phoenix, late model PS/1 Value Point and 330s: - Press F1 during boot

I can't get nothing on my screen. Once I turn it on it goes to the toshiba innovention page. And at the bottom of page it say something about. F-2 or f-12

You have a BIOS error but before adjusting anything, make sure there is no USB things connected or LAN cables plugged in and no cd in the player and re boot it.
If the choice screen of F2 or F12, press F2 and select default settings.
Re boot again. That should fix it.
