Tries tv and those pay boxes unplug, replug it back like about an hour later. For the tv resetting itself back to factory setting and those pay boxes reboot and upgrading it software. The tv now should be working again.
Try a hard restart, which simply means unplugging the power cord of the TV, and replugging it after 4 hours have passed. This technique reprograms the electronics, to a certain extent. If things do not improve after you replug it, then your TV has a more serious problem, that requires the attention of a repairman.
I had a Similar problem where I would turn the tv on and the green light would come on and then the red would follow and blink 7 times. I tried unplugging it and then then replugging it back and it would still do the same. What I did last night was that I unplugged it and then replugged it back, when I saw the green light, I would unplug it again, till the light went out and replugged it, I did that 3 times in a row, and waiting and it came back on. Hope that works. I still don't know what caused the problem to begin with..
