There are two possible locations for the relay.
First in the fuse panel, close to the bottom.
Second, in some models they put the darn thing behind the dash in the center of the car, it's a real pain to get to if it's that one.
Good luck

I had that problem on a 90 Metro. I found a plug located on the top side of of the fuse pannel under the dash came unpluged.

Try shaking the turn signal lever rapidly. Not to the point of breaking it but you do want to apply a little extra pressure. move it in every direction for about 5 to 10 minutes. do not spray anything into the switch as it will collect dust and dirt in the future. This should get everything freed up and working in the multifunction switch. That sounds like where the problem is coming from.

Sounds like the flasher unit to me. Normally the emergency flasher and turn signal are separate.

I had this problem, and to be honest, it happened to the left side about a week later...it's the board that the bulbs plug into...it's a very common problem with this model. So popular that you can normally get the socket board off the shelf at a parts store! it's extremely simple to replace, and I replaced all the bulbs at the same time!
