I have two identical outdoor units, the other comes on right away, one took a couple of minutes to come on then cut of after a few seconds, comepressor and fan, not blowing cold air obviously
Hi there, this could be caused by several problems, unit shutting off on high head pressure due to the coil being very dirty. You can kill the power and take a water hose and was the coil out very good. Careful not to mash the aluminum fins for air flow. If this does not solve the problem, take the electrical panel off and look all of the wiring over for any burned or loose connections. You may need to call a service tech out so that they can check the internal windings off the compressor and the freon pressures. Hopefully its just a dirty coil and you will be good.

Try setting the fan control to "AUTO" this will cause it to cut out with the compressor.

Unit#2 -Sounds like the contacts on the master switch are welded closed or the switch is broken, Replacing the switch should fix this unit.
#1 is a little more difficult to diagnose. The compressor is being taken off line by a circuit that protects the compressor from damage either; 1- liquid refrigerant getting back to the compressor which can be caused by something as simple as a clogged return air filter or evaporator coil on a heat pump or 2- overload situation caused by a bad condenser motor or a clogged condenser coil. The first thing you need to do is clean both coils and replace the filter,. Then check to be sure your getting good airflow across both coils. I think it's most likely an airflow issue I hope this resolves the problem GL!

check the outside drain in the pan if there is a plug in the bottom pull it out.the ptac unit will go into emergency heat and run more the colder it gets outside

Capacitor, dirty condencer coil causing the motor amps to run too high. But most likely worn bearing on blade side of motor causing it to pull to one side causing it to over heat and shut down. Sleve bearings should have no side play.
