Problem for Siemens SpeedStream Modem (4100) (SS4100)

Windows does not recognize USB connection to the SpeedStream 6520- malfanctioning

when i plug in the usb connector from the SpeedStream Modem into my laptop my laptop recognizes the modem and asks for the driver- everything is as usual, normal installation of the new device thing, but when i plug the usb connector into my desktop, windows finds an Unknown Devise and then when i press at the little window that appears in the bottom right corner saying that "USB device NOT Recognized, One of the USB devices attached to this computer has malfanctioned, and Windows does not recognize it. For assistance in solving this problem, click this message." then i click on it- little window opens up, whowing me location of the UNKNOWN DEVICE in bold- usb Root Hub (3 ports) and then one of them is HID-compliant mouse, one is unused Port, and the bold one is the Unknown Device. at the bottom there is a recomendation- Try reconecting the device. If windows still does not recognize it, replace the device.
Well the device works. Laptop uses it. The usb ports work- all of them, tested using memory sticks and a mouse... Wierd, eh?
Can anyone help me? Any suggestions? cuz i cannot install that thing, cannot update the driver in the driver signing window... i ran out of ideas.

- tried all USB ports available- including the ones where my mouse is pluged into. mouse and memory stick works in all the ports- it is not the port. USB cable between model and computer is fine too- i am using it right now and connected to internet through it.
I cannot install the device before it is recognized by the windows. I only have the driver, not the installation file, and i am not sure if there is an actual setup.exe file available. when i am doing the regular Add Hardware installation, windows asks if the component had been connected. if "Yes, I have connected the device" checkmark is used- it is not installing the driver from specified location I give it cause it does not see the device, if you choose- "No, i have not added the hardware yet" option, it asks you to connect the hardware to your computer. So i'm unable to install the device before connecting it.

what operating system on the laptop and on the desktop???
are both have USB 2.0???

try using different USB port. if the it is unknown device. means the machine didn't recognized the device. you may have to install the device driver. (windows is a funny thing).
