My green bulb is inop. We purchased a new one. We took out the old bulb. The new bulb seems to be missing the sleeve with all the wiring around it. which I can't get off the old bulb to put on the new. Is the sleeve missing or is it suppose to come off and if so how do you get it off?

Buy a new set - not a Mitsubishi DLP. I've repaired 3 sets at the board level.
Many, many bad capacitors on four boards, 12 hours to repair.
If a tech replaces one board, he is only fixing one of 4 bad boards and the set will soon fail again.
This is a classic example of a bad lamp. I realize that you replaced the lamp but the new one could be defective. Put the old lamp back in if it is available and worked at all before you replaced it. See what the set does then and if the red flashing light goes away. If you can't do that and know positively that the lamp is good then it could be the lamp ballast board. It is available at http://www.encompass.com and is not very hard to replace. Unplug the set, remove the lower back, you should see the board near the lamp. R&R the board, reassemble, and you should be done. If you need more help let me know. Thanks for using FixYa and for the generous rating.
It is possible the lamps may be defective or that they may be the wrong replacement for this model, as it may have a different wattage setup with the ballast.
