If you had line voltage to ground you'd trip the circuit breaker, without a schematic cannot pinpoint it exactly but all dryer gas or electric have a high limit thermostat which opens if the exhaust is plugged up stream, remove the exhaust tube connected to dryer and see if it heats correctly if it does the exhaust leading out of the house is plugged also the operating thermostat you referred to has a set resistance reading at room temp this tells and changes based on heat this is what controls voltage to the heater would need a full model number to give more specifics.

Whirlpool AWZ 410 washer dryer is not generating any hot air when drying. The dryer drum is tumbling but with cool air only.

Unplug the unit and take the top with the screws holding the lid on. Take a look at all of the wires on the top of the machine. You might notice broken/burnt wires on the safeties that are close to or that directly activate the heating element located in the blower housing located at the top of this washer/dryer condensing unit.

I got a Whirlpool AW Z 865 dryer. It is a condenser dryer and the water is not going up to the collecting bucket, but remains below and then leaks out and floods the floor when I open the little pull door...

I had a similar problem with a Whirlpool AWZ 8578 Tumble Dryer. The solution was to clean the fluff out of the rubber grommet in the drain hole under the left front of the condenser. Then the water from the condenser could run into the collection container underneath.

Whirlpool AWZ 8577 Tumble Dryer The water is not collecting in the top water container

You have a water pump in the base of the appliance this can sometimes fail or block. On the back of the dryer there should be a pipe just pull that off and blow down it, if there is a block this may well remove it. If not it's likely a pump failure.

Hope this helps

Water collects under dryer. Clothes dry. floor wet. Vent open.

You said, Water collects under Clothes dry on floor. This sounds like a condenser dryer that needs the water retention bottle empdied or the hose to the bottle is leaking.
Check these two things

Condenser on Hotpoint Aquarius dryer not collecting water

I think that I have already suggested some possible reasons for the prob you are experiencing with your dryer, but I don't think I have mentioned the fact that the pump could be fauty, you should be able to hear it running, just a thought , you never know.
