I suspect this is more a mechanical problem than a power or software problem
I suggest powering down your PC,
Laying it down so the CD draw is flat,
Fashioning yourself a home made cd draw ejector device (otherwise known as a straightened paper clip),
Pressing the paper clip quite firmly into the tiny hole next to the CD Draw (it should unlock and open slightly)
Carefully and gently pulling the CD Draw out just enough to see inside and find out where the disc has got to
Physically maneouvering your whole PC to get the disc back onto the tray where it should be
Then you can either manually pull the CD Draw out and remove the disc or start the PC while it's laid down flat and see if the CD Drive auto closes and begins to spin now the disc is properly seated
If your PC doesn't have the tiny hole on the front of the Drive or if the CD Disc cannot be seen at all or cannot be persuaded back onto the tray then it's time to start opening up your PC case and removing the CD Drive for more attention
