You'll need to take the bottom plate off, remove the roller, remove the belt, and pull out whatever may be clogging the rollers on the side of the brush/roller.
Can you give us a model name for your vacuum? I can give you more details on how to remove the roller.
Usually a pair of needle nose pliers can help with this.
It happens when hair, carpet fibers, and other fun things get tied up and tangled around the sides.
