By the way, voltage is 230 AND 115.
With one fuse, you will have 115 to one leg.
Leg = Black or Red wire.
White is the neutral and, (if you have it), solid copper is the ground.
White to red = 115 v
White to black = 115 v
Red to black = 230 v.
BE CAREFUL.
I like to check the voltage at the terminals on the back of the dryer. Usually covered by a small plate.
If you have the correct voltage here and the dryer still won't start, let me know.

Did you replace both fuses? there are 2 thirty amp fuses both are needed . if you can check voltage to the outlet that will eliminate an electrical problem and narrow it down to the dryer. If you have voltage to the dryer outlet, then I would look at the connections at the terminal block(where the cord connects to the dryer) then a meter would be needed to do much more testing.

What is wrong with a whirlpool 4 cycles 3 temperature dryer that will not get hot?

First clean the vents inside the dryer and to the outside be sure and clean around the blower wheel. Check the thermal fuse, the cutout fuse & all the thermostats. Check the heating element also check that it is not grounded to the heater box. Last check the centrifical switch on the motor as the heater runs through it.
Hope this will help you
