Is the 4A912B Dayton 10" 1 HP bench grinder 3 phase or 1 phase?

If the plug on the cord has 2 flat prongs and one round one then its 110 VAC single phase. If the motor has 4 wires then I'd suspect 3 phase. The data plate on the motor will tell you for sure.

I retrieved a Buffalo bench grinder, Model B-6, from where it had been stored for at least 11 years. Prior to that, I don't know its history. I plugged it in, and it runs. Here is my question: Do these...

A bench grinder would be unlikely to need oiling, but if it has such a provision there would be spring loaded caps or a set screw caps on the motor body near both arbors. The real concern is if the wheels have been compromised by taking a hard bump that could weaken them. This is an unlikely problem if grinder hasn't been dropped or had something heavy drop onto a wheel. If you have no reason to suspect wheel damage, and it runs without squeaking or excessive vibration, and the cord is not damaged, and there are no loose parts on it - then you have nothing to worry about. But you might want to consider "dressing" the wheels. Google "Grinding dresser" and read the Wikipedia article.

I CAN'T LOCATE THE OWNERS MANAUL. NEED TO KNOW HOW TO LOCK THE DRIVE SHAFT ON A SEARS MOD. #21152 - 6'' BENCH GRINDER SO I CAN TIGHTEN THE NUTS THAT HOLD THE GRINDING WHEELS. TX MOE

Below I included a link to the manual for your grinder.
However it will tell you the same thing I'm going to tell you.
Most bench top grinders do not come with a shaft lock. In order to loosen or tighten the retaining nut you need to place a small wooden wedge between the wheel and the metal wheel shroud. This will prevent the shaft from turning. This may seem archaic but it serves a good purpose by preventing the over-tightening of the retaining nut.
Hope this helps.

3M Gamma Rim Wheel

You have a very old product that was in development by 3M in the early 1990's but was discontinued - maybe because, as I recall, the developer lost a finger while testing a version of this wheel (not fact - I do know he was injured but do not recall all the details.

I would not use this wheel if I were you. But I would like to buy it from you to show some of our R&D people what 3M was working on.
