If this is for turning the alarm completely then I also had the same problem. The directions in the manual are not clear but all you have to do is quickly press either Alarm 1 or Alarm 2 (depending on which one you are turning off) twice and the alarm will be deactivated.

Connecting an iPod Without a Car Stereo

Newer cars often come with adapters to connect an iPod to a car radio, but you can still listen to your favorite lists, if you do not have a car stereo at all. Portable electronics can be used to connect the iPod to speakers, and play it on your car.

1. Purchase an adapter FM radio transmitter for your iPod. It will stream music from your iPod to a low-frequency power, which can be captured by a radio in your car. For best results, use a transmitter with a power adapter 12 volts, you can power adapter car "cigarette lighter" power outlet instead of batteries.

2. Place a "boom box" radio in your car stereo. For purposes of the iPod, the older model, if you have done. All you need is a working radio and decent speakers. Again, it is best if you turn the car to avoid the use of batteries.

3. Set your transmitter to a radio frequency is not used in the stereo field, and tune the same frequency. Adjust the volume on the stereo halfway.

4. Place your iPod within reach of the driver or passenger. When the iPod is playing, the sound will be transmitted to the radio. You can adjust the volume on the iPod itself to control the music changing. When the iPod is off, the radios go silent, although you will hear a static noise. Turn on the radio to get rid of noise, and to save battery when not running the car's power.
How to Reset the Volume Limit on the iPod Nano
Resetting the volume limit on your iPod Nano affects everything you listen to, from music to audio books. You can adjust the volume for each individual item on your Nano using the click wheel, but the highs and lows of the sound will depend on the overall volume limit setting. Volume levels will vary with different ear buds and headphones, and using external devices like docking stations to play your iPod Nano will also cause variation in the volume.
Instructions
1 Press any button on your iPod Nano's click wheel and turn it on. Press the "menu" button at the top of the click wheel until you reach the iPod menu.
2 Select "Settings" from this menu by scrolling down until "Settings" is highlighted, then click the center button.
3 Select "Playback" from the menu choices that show up.
4 Select "Volume Limits." You will reach a screen with a speaker icon and dots indicating the level of volume your iPod is currently set on.
5 Scroll the wheel up or back to adjust the volume limits. Press the center button and you will have the option to lock in your settings by selecting a four-digit combination lock. This is not a necessary step; you can click on "done" and finish. Setting the combination allows you to have more control over any future changes to your iPod's volume limits. Scroll the click wheel to select your combination. Press the center button and you will revisit the volume limits; adjust it as you like and press the center button.

Tips & Warnings
If you set up a combination and forget it, you can reset your iPod Nano and start over again. Resetting will not lose any of your downloads, but you will need to restore or reset many of the settings you initially chose when you first set up your iPod.
Changing the volume limits on your iPod Nano covers everything on your player, but the sound levels for songs, audio books and shows will vary based on how they were recorded.

Radio

Connect the iPod Radio Remote to your iPod Nano by plugging it into the dock connector. Plug your headphones into the port at the top of the Radio Remote, next to the hold switch.
Once the Radio Remote is connected, select "Music" and then "Radio" on your iPod. The Radio Remote will automatically tune in to the first available station it finds. The iPod screen will show the radio station and any other available information or data.
Press the center button on the iPod. Use your iPod click wheel to find other stations. Once you have found your favorite station, hold the "Center" button down until a triangle appears on the radio dialer on your iPod screen.
Step4 Once you have set up all of your favorite radio stations, use the "Next/Fast-Forward" or "Previous/Rewind" buttons to navigate between them.

Hello

Volume + power resets it - making the player turn off lets you know that the reset work

Will it play non-radio music files fine?

Once again, when you change the radio station, you must press the play or right-pointing arrow button, or it will just continue playing the last radio station that you had it turned to

If it still won't change, then autoprogram the unit and select presets like it suggests in pp.32-35 of the manual
