This is a sign of activity on your frequency. In high radio use areas you may have a constant busy light, but not hear any other transmissions. It can be an electronic device putting out RF, a paging tower, or others using your same frequency. One other thing this could be a sign of is another radio in your group having a sticking PTT.
Try your radio in a less radio-trafficked area and see if the problem persists. If the light is on but does not interfere with your use of the radio simply ignore it. Also, if using your radios in a group, try by process of elimination to see if one of your units is causing the issue.
Fax display screen always reads, "Auto receive". When attempting to
fax, the busy light flashes. Busy light stops flashing for 30 seconds,
