Check that both ends of your cord that goes to the moniter are tight, hopefully this will fix it, if not the card or moniters suspect, try another moniter tose if you have another or borrow one to test out your suystem.

getting vertical lines are usually hardware issues , jst do one thing check in bios by tapping f10 continiously while u restart the computer and check if u get the same vertical lines on the bios screen or not if u get then the monitor has gone bad u need to replace the monitor.

Is it a progress line that shows how the atart up is progressing?

It may also be a small glitch in your video card. If its not present when working normally, i would not worry too much about it.
