I'm going to assume your fireplace has a pilot light.
Follow the little holes in the burner that lead to the pilot light.
Make sure the pilot flame is pointing directly at the closest burner hole. (adjust if necessary).
Often, you will need to sprinkle a layer of "glowing embers" in this area. The embers will help the gas travel to the pilot light and ignite.
Always start your propane appliance on "High" never "Low". Cold propane likes to drop to the bottom of the firebox and accumulate until it reaches the pilot (this is called delayed ignition). Keeping it on "high" will help the fuel travel over to the pilot without buildup.
Take the pilot and burnner assembly all apart and blow it out with compressed air then reassemble and make sure that the air shutter is totally open. The soot is cause by a bad air/fuel misture that is too rich and cause carbon to form from incomplete combustion. If the burner continues to make soot then reduce the gas pressure to the gas log at the pressure regulator.

Pilot light stays lit various times, sometimes for several days then other times for a few minutes. Lights best when temp outside is below freezing. Pilot flame appears to receive too much air. How do you adjust the pilot flame? Is this done using two screws marked A & E? Do you have suggestions?
Sometimes when you turn a gas heater off for some time, if the source tank has been turned off, the line will bleed the propane and the line will contain mostly air. This is especially true if the supply line is long. In order to light the pilot, you will have to hold the pilot lighting button down for a while (a full minute or longer, depending on the size and length of the supply line) before pure propane arrives at the pilot light jet. You should keep a lighted lighter at the jet so that when the gas arrives, the lighter will light it. After the pilot lights, you will have to keep the button pressed long enough for the thermocouple to get hot enough to set the pilot to stay on. When it is hot enough, you should be able to release the pressed lighting button and the pilot should stay on. If it does, you should be able to light the heater. If the pilot jet never lights, gas is not getting to the regulator. If the pilot will not stay lit after a period of time waiting for it to heat the thermocouple, the thermocouple or the regulator may be bad and need replacement. :-)
Try to take pilot assembly apart and clean real good. This will work most of the time. If it does not work for you, you will need to replace the gas valve. It's expensive but I'm about positive that cleaning it will fix it. Gas burns dirty and after a couple seasons a scale builds up that causes this problem. It's pretty common and nothing to worry about after it's cleaned. Good luck.
You need to have a technician come out and do a couple of things. First determine if the oriface on the burners is the correct size for the type of gas (Natural or Propane) then he should adjust the gas outlet pressure. Also is this a vented or vent free set up.
