The ZALMAN CNPS9700 is the best air cooler on the market. It looks cool and is quite easy to install. I have one in my box and I have 34 degrees with an Intel Quad core running 1 Gigahertz over stock.

I was going to say dust is whats causing it but then i relized you have opened your computer. So nevermind that.

The fan speed is controlled by the motherboard. The Pentium 4 processor tells your motherboard how hot it is. so then the motherboard turns up the fan faster. Thats why its louder when the CPU is doing alot and is quieter when its doing nothing. You can try replacing the fan yourself but i would recommend just getting a whole new heatsink.

they are cheap! I would recommend the thermaltake one.

Removal of CPU

There are several types of CPU fan / Heatsink assymblies on the market these days, usually there is a lever, or two on either side of the fan that tension the fan and heatsink to the CPU socket. Once released the fan/heatsink should come off as a single unit. Sometimes you may need to gently " wiggle " the fan/heatsink in a rotating motion to loosen it from the CPU thermal grease.

Once the fan/heatsink is removed, the CPU slot will have a single lever on one side, this can be lifted, and the CPU should come out of the socket.

Remember to gently place the new CPU into the socket, it should only seat properly one way, so remember to note how the original CPU was seated.

Apply a very thin film of thermal grease to the top of the CPU*, and re-attach the cooling fan / heatsink unit.

*Thermal grease is quite inexpensive, and easy to apply, put a small dab in the center of the top of the CPU, and with a small flat piece of plastic such as an old credit card, smooth the grease out and spred it to the edges of the raised surface of the CPU.

Dell 8400 heat sink / fan issue

You can find professional cleaning solution products at any good computer parts store, or you can rubbing alchohol (the less water content the better) use a lint free cloth like the kind to clean eye glasses.

In my opinion the best thermal paste is Arctic Silver

Intel DG965RY CPU Overheating

Check the clamp of the cooling fan. If the clamp is not engaged, heat sink didn't take the heat away from the micro processor causing CPU over heating.

Overclocking on this board with an E2180?

When the CPU overheats it shuts down especially if you overclock it.
Did you put any heatsink compound between the CPU and the heatsink (this aids heat transfer from the CPU to the heatsink/fan)?

Your BIOS may have a setting that can adjust the CPU fan speed/temperature.
You can install additional fan/s in the case to draw more air into the computer case.
To further cool the CPU, you might have to install a better and more efficient cooling heatsink/device/fan on the CPU.

System Cooling

Alright, Ive gone through this company before for my own cooling needs with my Micro System. SO i trust them.

Here is just a few idea's. Im not sure what your budget is (if you have one, i wish i had none lol)

For your Video Card
http://www.frozencpu.com/products/7466/ex-blc-485/Innovatek_Cool-Matic_9800_GTX_Full_Card_Liquid_Cooling_Block_501367.html?tl=g30

CPU

And the Rest of the case, to keep everything on Ice for smooth performance
http://www.frozencpu.com/products/2385/ex-wat-76/Swiftech_H20-APEX_ULTRA_Series_Liquid_Cooling_Kit_Universal_Mount.html?tl=g30

These are my suggestions. Take it or Dont. I would use those in a a Full ATX system in a heartbeat, i do use the Video Card Coolant piece as we speak, because, as everyone knows.... Micro systems generate a lot of heat in a super small space. Torching ones system is never what the person wants.

Gaming processor.

No lie, the best and cheapest you will find for gaming, and for overclocking is the AMD Athlon 64 X2 2.6Ghz "Black Edition" It is a dual core, AM2 socket, and has unlocked multipliers you can access through your bios, which is perfect for a newbie to mess around with overclocking. Go to www.tomshardware.com and search for it, they did a big article all about overclocking it which will explain why its so great. Best thing is its 90 bucks on www.newegg.com , just plan to buy a fan and some thermal grease, wont run you much more. Good luck and happy overclocking.
