Do i need to power down to change the back up battery

If this is ordinary residential timer, you can replace battery without changing anything.
Just replace battery.
Most timers will hold some or part of the memory during battery changeover... frequently losing no programming if battery change is done quickly, and battery was not completely depleted, and timer is still functional.
If timer function is not restored after battery change, reset timer fully and then reprogram.
If battery change and reset does not work, then timer is probably gone bad.
Most modern timers have reset button, but some require a 2-button sequence to reset.
Other modern timers have a 'battery' but the battery is built into the circuit board and thus not replaceable ... it is rechargeable, like a capacitor ... but when it fails .. the timer needs to be replaced.
Timers with replaceable batteries are generally not functional after exposure to freezing temperatures for several day, but the non-replaceable type generally have wider tolerance for temperature variation.

Abs,tc&brake light stays on after changeing battery

I would disconnect the negative cable on the battery so it can reset the abs module, on these cars when you change the battery you need to have a 12 volt supply connected to your lighter before you disconnect the battery so there will be no reset on any of the modules in this vehicle.. if that don't do the trick you need to scan the abs system to see if you have any hard codes or just to reset it with the scanner.. abs is for antilock brake system and tc is for traction control they both work out of the same module

Battery needs to be removed, will that change electrical systems; ie need to be reset by mechanic?

I have never had or heard of any battery causing any issue other then having to reset radio preferences when being changed/pulled/cleaned. You can buy battery terminal cleaner and protector at your local parts store. And yes in time acid will corrode any thing it touches except certain plastics.

Power steering pump is not working and i need to replace it but sumone side i need to reset ecu how do i do that its 2001 1.4 peugeot 307

The ECU shouldn't have anything to do with changing your power steering pump. If you want to reset it and definitely need to change the pump, Kill two birds with one stone. Disconnect the battery while you change the power steering pump. When you're finished changing the pump, sufficient time will have elapsed so that when you reconnect the battery, the ECU will be reset. Just bear in mind that when you do this, any devices that use a memory (radio presets, clock, etc.) will need to be reset to your preferences.

After replacing the battery, the doors and liftgate will not open with the remote.

This sounds like you need to reset the fuse for these features. this is similar to oil changes on newer cars, after the change is done, a fuse needs to be pulled and put back in to reset the system of the oil light. I'm only shooting a guess here, but if all that was done was a battery replacement, the system was 'reset' when the battery was removed. Check the fuses.

Hard reset screen appears whenever i change the main battery

Your pda has a built in battery. The inbuilt one has lost its charge. To keep it from reseting to its original factory settings. You need to keep the main battery(the one you charge up) regularly charged.
