Your operating system CD is a bootable disk. Just stick er in and the cd should start right up. If not, during bootup, go to set up and make your cd your first choice of boot.

Can i transfer information to a mac

If the external hard drive has been formatted on a PC in NTFS file format then the MAC cannot read data off this hard drive.
The FIX..
Connect the USB external hard drive to a Windows computer and copy your data off this hard drive to the computer.
Then format the external hard drive in FAT32 file format. (the MAC can read and write to data to and from a Windows PC)
Now copy the your data from the computer back onto the external hard drive.
Now you can connect the external hard drive to the MAC and download your data to the MAC.

My toshiba 1 tb hard drive all ofa suddn says that i need to format it and i have alot for stuff on it that i need how can i make it work again

Don't be panic. you can try some data recovery software. You can see
http://www.asoftech.com/adr/
It tells the steps how to perform data recovery.

If above does not work, you may have to format the hard drive (use quick format), and then use above mentioned software to scan again the hard drive and recover your files.

Unable to access files

To access the files off the hard drive another way - remove the hard drive from the case and connect it to an USB hard drive adapter and then plug it into a working computer's USB port. If the computer see the hard drive as an external hard drive/storage device and you can open the folders and files then backup your data. This also indicated the hard drive is OK and the Western Digital case/electronics is faulty.
To use this as an external USB hard drive, put the hard drive in an USB adapter case.

My external hard drive says you need to format the disk befor you

Download the BartPE bootable iso and burn it on to a CD:

http://www.download.com/BartPE-Bootable-Live-Windows-CD-DVD/3000-2094_4-10611131.html

It has some nice data recovery softwares. Boot using the CD and run the data recovery software(s) and you should mostly be able to get your data back - save it to your other hard disk.

You can also get some free software data recovery tools from:
http://www.freebyte.com/filediskutils/#datarecovery

You won't lose your data,

Undelete/unformat a Mac formatted external hard drive.

The theory to unformat a Mac hard disk is, when you format a Mac HFS+/HFSX Volume or format a external hard disk, the data are not really wiped. Format process just marked your Mac hard disk as available to reuse, no matter it is quick format or complete format. So if you put if you fill in a mount of new data to your hard drive, then the formatted data are overwritten, your will permanently lose your formatted data.

Follow this guide to unformat your mac hard drive or formatted external hard drive on mac.

How to recover formatted data

Formatting a drive only resets the FAT (File Allocation Table), where it stores the information about the files on the drive. You need to get a utility that can read the data directly from the drive, bypassing the allocation tables. There are many available, most are not free.
Try going to TuCows.com, they are sure to have the utility you need. Be sure not to write any new files to the drive and you should have no problem in recovering your data. Search for: Formatted Drive Recovery
