when my computer and printer are turned off , the printer turns on by itself and shows on the front a green light and a red exclamation mark below it . to turn it off i have to pull the plug then it stays off for a time and does it again . thank you

HP has a pretty good on-line troubleshooting guide for their printers. Below is a link that will out-line how to trouble shoot your particular printer and what all the lights and indicators mean.

you did not mention which type of printer you have. there might be a timer on your printer that turns it on automatically, check your user manual to see if it has that option
