No.The tv video board have dead components, that the board where it is connected to the CRT-(tv picture tube).Troubleshooting that video board and changes parts should fix ur tv problems.Hope ur tv problems,it is not the video board main big IC colors processor inverter. This big IC is a pain to change and probally not in the market anymore.Troubleshoot test all the capacitors around that big IC colors processor inverter alot of times just those few capacitors are dead only.

Your TV is being overheated by the location it is placed. try moving it in an airy area and see if the problem still occurs. The turning on and off is a response to overheating sensors in the TV housing and if not rectified it could malfunction and may cause burnout, a possible risk of fire.
hello..i think you have very big problems inside on you're TV you need a Electronics Technician to see inside the real problem.my tips is located in Power Supply Regulator..Can i know what kind TV Model???thanks
If the tv has nothing happening at all when you try and turn it back on including any noise, your power supply is broken. If it is still trying to turn on or does make noise, an internal component has come loose or been knocked off, most likely to your picture tube.
Sounds like you have a bad flyback Transformer...Crackling is high voltage leaking. I would quit turning it on and replace the main board in the set if you are good at soldering you can replace the flyback transformer but cost wise it is easier to replace main board. 20" might not even be worth the repair.
