I turned off the TV and waited for 20 min. I tried to turn it on again, but it didn't, just a little noise, like a test program

It sounds like you have a Power Supply Board problem. The PSB is the center Board (towards left) after you remove the back off the TV. Remove Board from TV with the 6-7 screws. Replace capacitors CM811, CM812, CM817 & CS806; 1000ufd 25volts. The board on left, you will see the cap tops are swollen.
hello..i think you have very big problems inside on you're TV you need a Electronics Technician to see inside the real problem.my tips is located in Power Supply Regulator..Can i know what kind TV Model???thanks
Well, I spent $20 on FixYa which did absolutely nothing and now and waiting for the Phillips to show up to take my TV to their shop (which alone will cost me $100 in itself) and wait for approximately 2 weeks to find out if the fix costs more than the TV is worth, in which case, I'll be out thousands of dollars, plus $20 to you, plus the Phillips charges AND whatever a replacement TV costs.
Sounds like you have a bad flyback Transformer...Crackling is high voltage leaking. I would quit turning it on and replace the main board in the set if you are good at soldering you can replace the flyback transformer but cost wise it is easier to replace main board. 20" might not even be worth the repair.
