First check the charger with a multimeter and make sure that it is putting out at least 13.6 volts, then charge the batter overnight with it, then check the voltage of the battery with the multimeter and make sure that its showing at least 12 volts and write down the time and date and voltage on a piece of paper then let the battery sit for a day and check it again and see how much voltage it dropped, if it drops alot then the battery is junk and you'll need to replace it

Could be several things. Your battery could be bad. After not being charged for a while, they do go bad- often. You may want to try a new battery along with your new charger. You could also have a switch /connection problem. If you get a new battery and it still doesnt work, you may want to check the switches and wiring. It is not uncommon for the switch to go bad especially if it had been stored outside.

I would replace the high/low switch and the reverse switch. One time a replaced the high/low switch and the reverse switch quit on me 2 weeks later.
