Monitor is dead. The LCD inverter board probably went out and needs replacing. More than likely, it will cost you over $100 to get it fixed. It's better to spend the money on a new monitor.

It sounds like the update screwed up Windows. Have you tried all the "last known good configuration" option? That sometimes gets the system going.
If safe mode and the other choices all are failing, you can try the recovery console if you have a Windows CD. Boot from the CD, let it do its thing, and choose the "R" option to repair an installation from the menu that you'll get. Once you're in the recovery console, the chkdsk command will scan the disk and try to repair corrupted files, and this will sometimes work.
If all else fails and you have the recovery CD's for the system you can restore the original software. If you're comfortable switching out a hard drive, you can buy a replacement drive (they're pretty cheap now) and restore the system on that, and you'll still have all your personal data intact on the original. (Just because Windows won't start, it doesn't mean you've lost anything like music or pictures.) After you get the system running again, you can install the original drive as a second drive and copy what you want to keep, then reformat that drive and use it for extra storage.

I have repaired an HP 1702 monitor that had similar symptoms by replacing the capacitors on the power supply board but you have to have some electronic knowledge and do some soldering if you can buy the replacement capacitors($10+/-) from a supply store. They (at least 1) will be swollen up on the ends and may have a tar-like substance leaking from them. It is best to replace them all (may be 4 depending on the model).
