It is possible to do that, but you have to be able to log in as an administrator. (Not easy though.)
I bought a "refurbished" laptop and there were still passwords in it. I couldn't log on either. I ended up using Ophcrack and it found all the passwords. From there I took them all out except the opening one, that I changed for my login. Ophcrack is a free download to put on a disk, it workls well. (You didn't specify your Window type. There's one for both vista and xp for windows 7, a different one for windows 8.) You have to follow instructions to the letter. This one is easier to follow and understand. There are also tutiorals on You Tube.

This is one thing that is important! (I think it is mentioned.)
Once you get the password problem fixed, BEFORE YOU DO ANYTHING ELSE, make a password recovery disk! You need either a floppy disk drive, or a flash drive. That needs at least 1 gigabyte. From my own experience, I was glad I made it. About 3 weeks later my password got scrambled. (I don't know how.) With the recovery program, I was up and running in about 10 minutes.
P.S. Don't forget to find someone to blame it on!
Do you get your email on your PC just by opening the correct web page? I.e. do you have to put your user name and password in boxes on the screen to get your emails, or do you have those details saved on your PC? It does sound like you are using the wrong password and / or username. You can get Goolgemail to send you a link to reset your password if you have forgotten it.
Maybe you need to remove the email account from your phone and set it up again.

You will have to contact your mail system support for them to provide you access. They will likely require some identity verification and then reset your password to a temporary. They should be able to walk you through the process of restoring your account.
Try updating drivers for web cam, or updating chat application that you are using. Does your web cam work in other applications ? If it does then it is more than likely a problem with your chat application and the best you can do is reinstall or upgrade the chat appli.
