ati catalyst is for a graphics card. it would not have issues. the card may show as fine, or the drivers may. try the card in another pc. if it is built in try a new card. ethernet cards are just a few pounds.
It is the capacitor on the power to the monitor. I have replaced about 5 so for. The capacitor is like 69 cents. Open it up and look at the circuit board where the power plugs into and see if any capacitor are bubbled up. If so then its a bad capacitor.
go to : control panel / switch to classic view / double click system / in the system propeties click hardware tab then device manager / scroll down to your device and see if there is a yellow ! next to it , if there is then there is something wrong

You need to short the ATX power supply to ON. Follow this steps. look for the GREEN and GRAY color wire in the power connection that usually connected to the motherboard of computer.
