My camera say's the batteries are empty already after 2 minutes of recording. I de-charge the batteries with a 3R9 5W resistor and they gave 1 hour 1A equals 3000mAh so the batteries where fully charged. After emptying the batteries put them on the charger for ±5sec and then emptying them further with the resistor. Repeat this cycle until the batteries are realy empty. (the resistor don't get warm).
Then fully charge them and do the de-charging cycle again. Repeat this a couple of times and you see that you can record 1 hour whith the batteries again.

there can be many reasons. rusted contacts, or blown up fuses, or a short circuit in the power board, and may be some thing else. No one can help unless he examines the camera.
