Thats the anti theft mechanism. usually theres a button, or switch you have to press or change somewhere on the stereo. Usually on the base part behind the detachable face.
Without knowing what kind of stereo it is I cant be sure, but some have security codes to prevent the use of it if you dont know the code. the combination needs to be entered with the 0-9 buttons, and is always a 4 digit combo. Usually when you set up that feature, it asks you for a custom security number and if you forget it, your pretty much screwed, as you have to remove the stereo, either find out the memory kill wires, and cross them, or open it up and either cross the memory wires or remove the eternal battery. If this is the case, you will need to have a trained professional fix it, car stereo's are very compact and will be almost impossible to re-assemble it yourself unless you have the proper tools to do it.
Chances are, theres a switch or button you need to use though. You might have acidently hit it without knowing it when taking the face off, or changing the vollume or station.
