I had the same problem with the P10 not charging via USB, I purchased
mine second hand so it came with no charger. I assumed it would charge
by the USB cable but it did not, the red light flashes but doesn't
charge. Luckily I have an external battery charger for a different
camera i got some years ago that takes a similar battery , the P10
battery didn't fit properly so I had to place it at a 45 degree angle
into the charger making sure the outer contacts were lined up properly
and taped it into place. After an hour it was fully charged and the
camera is working fine. The charger is a 4.2 volt charger. New external
chargers can be picked up on ebay cheaply
First, try attaching the camcorder via usb cable with the camera OFF, then turning it on. This may trigger Windows to activate the driver scanner and activate the driver. If you've been attaching with camcorder off, try attaching with it on, to see if that activates driver installation.
If that doesn't work, you may have a low-power usb plug; often the usb ports in the back of the computer put out more juice than the handy ones on the front. You may also need a shorter and more robust usb cable; I've found with various cameras and phones that certain usb cables work fine for recharging but won't necessarily provide adequate data transfer.
this could be the comparability with the webcam. Since i am assuming the webcam is external, it might be a driver or not work with skype. you can always see yourself, but that doesnt mean it will work on the other side.
also because you pay for fast internet or have it doesnt mean you will get it.

This type of camera usually downloads better with a Firewire connection. Some mini-DV cameras only use the USB connection (if they have one) for stills and can only download video by Firewire. This is because you have to play the tape into the computer, not just copy a file. The way it works on my computer, the camera is controlled by the computer software through the Firewire cable.
Most PCs have a USB port, but no Firewire port. Macs often have a Firewire port but may not have USB. As your Dell Windows PC did not come with this interface, you need to fit an add-on Firewire interface card to the internal expansion bus (PCI). This will come with a driver for the card. You can buy one of these cheaply on eBay or Amazon.
