The fact that this unit blows the main fuse immediately indicates a dead short in the power supply. With a unit of this vintage, I would check the main bridge rectifier or the rectifier diodes. If you have no experience with electronics repair, a repair estimate would be in order. Figure on $50 for an accurate estimate. If it turns out to be just the rectifiers, than expect a parts bill in the $20 range.

Voltage change 220v 240v

These number have no bearing with amp issue. It only means if you're in North America or International with 220 volts. However, your problem is power transistors
that are shorted which is the cause of fuse blowout.

All the lights are not working found 2 blown fuses / replaced still not working the power lite flashes red then turns to green

When a fuse blow suspect an overload. In an amp this old it will certainly be one (or more) of the main output transistors that has shorted.

My sansui 1000 receiver keeps blowing fuses

Fuses blow when there's an overload. This is often caused by the main power amp devices located on the heat sink. If they are transistors you can test them with an ohm meter. It will be just like you have put the two test probes together on the separate pins of the device.

Off of the top of your head could you tell me what my problem with my sansui AU-717 amps problem could possibly be? When I am playing a cd if the volume is even barely loud the sound will go out then I...

It sounds like one of the following:
> You have an impedance miss-match between your speakers and the amp (speakers have am Ohm rating lower than the amp can handle),
> You have the switch set to both A&B speakers turned on, but have speakers connected to either the A or B set, but not both, or
> You have both A & B (4 speakers) connected, and one or both have an Ohm rating lower than 8 (if two sets are connected, they must be 8 or higher).

My best guess off the top of my head.
