Do not use PRV to drain, use either boiler or radiator drain off.

If you are having a small amount of water loss thru t&p valve then the valve may just be getting old and need relaced,If yours is a typical valve there will be a small handle in the center on the valve face. Open this valve by pulling straight back on handle end. If it's too hard to open dom' t force it. If you can open it then do so 4-5 times in a hurry ad when it closes tap on on the center of valve where the pivot point for valve handle is. Just tap it lightly and see if the leak slows down or stops. If so I would go ahead and replace the valve. Thank you

Combi boiler will not fire up on heating or hot water. pressure gauge reads approx 2.1 bar red light lit on panel

Hello
The water pressure should be 15 to 12 psi.If your at 2.1 there is a problem with your auto fill valve.

Which means the boiler is shut down on low water.

The auto fill valve is connected to your incoming cold water from the home, shut it off and check the screen inside for dirt or rust, you may need to have another one installed.

when the heating is on does the pressure rise? if it goes up you will need to recharge the expantion vessle and you mite need to change the prv.

I have a Baxi Combi boiler and want to add new TRVs to the radiators. Do I need to drain the system or can just turn off all the radiators and hope not much water escapes. How do I add new inhibitor...

You will need to isolate the boiler from the radiators because there is an auto feed valve that will continue to allow water into the system if the pressure in the boiler drops. There should be some valves off of the boiler that will allow you to do this.

Our Baxi combi 130 HE heats the water OK but will not heat radiators. This has happened after a period of not using the radiators (ie. over the summer)

check the pressure it should be in  the green band, check the pump, inside the boiler cabinet lower right.
