Re: xbox won't shut down
im guessing you have some problems with your Elites motherboard, could possibly be damaged electronics within the motherboard, as it is the motherboard on the Xbox which prepares the system for shutdown when the button is pressed and also wirelessly through the controller.
Luckily Xbox systems come with 5 years warranty. and because this is potentially a hardware issue, i would recommend contacting Xbox customer support to solve this issue. their contact information can be found on http://www.xbox.com/support

To connect the controller first press the small connect button on the xbox itself. It will be left of the power button on the front of the xbox, the elite will have a round button on the older styles, otherwise the new slim version will have a square button. Then hit the button on the controller while the xbox lights are spinning in a circle to connect. This button is next to the charging port on the front of the controller and will be a small round button, about 3 mm wide.

Can you open it using the middle button on the handheld controller? I have the regular 360 but I doubt it would be that different. My eject button has not worked in years but if the tv is on and you hold down the middle button on the controller it should say eject disk / turn off system. If you haven't tried that then do so it works everytime for me.
you may want to try synchronizing the controller one more, next to the controller slot there is a small button, and on the controller you should see another one just between the LB and RB, press the one on the controlkler first and then th one on the xbox
