The disk-drive inside the enclosure is problematic.

Open the enclosure, to get the model-number and serial-number from the label on the disk-drive.
Then, access W.D.'s web-site, to check the warranty-status of the drive. If the warranty still is valid, they will replace it, at minimal cost to you.
If the warranty has expired, purchase a new, compatible, disk-drive, and transplant it into the enclosure, to "resuscitate" your device.
Or, W.D. has a "Customer Loyalty" program -- buy a new MyBook through their web-site, and get a discount on your purchase.

Is the power light on, if not replace the power supply.
I f you have light then your hard drive is shot or the circuit inside the box is fried.
If it is out of warranty and you have another Western Digital Sata drive handy you can swap it with the one inside to see if the drive is bad.
Good luck.

Possibly not. External disks due to very high data transfer rates suffer all kinds of problems when the USB cable is either too long or unscreened. Use a short screened cable and see if that makes a difference. If it Firewire any FW cable should be ok

this problem is a tough on. have you tried this on other computers? have you tried using other usb ports? some expertd believe it mus be inserted directly into usb port in the back.
a very important issue is XP SP 2 needs a patch to work fine with USB memory devices, take a look at this page http://www.usbman.com/USB%202%20News.htm
