Try flashing the bios, which is found as step 3 on the flowing website. here.
If that does not work, make sure the connectors are not damaged, and ensure that all internal components, especially power cables, are properly seated.

You are probably installing a version of XP which is prior to service pack2.
Only SP2 or 3 will have the native drivers to get you machine functional, then you can use the HP motherboard drivers disk.
See the procedure on the microsoft website or other tecchie sites to SLIPSTREAM SP2 files on to your licensed SP1 disk and create a bootable copy.

It sound like your USB Ports is the problem. Go to the Hardware manager delete the USB Ports and then shutdown and power back up.
The system then should reinstall the USB Ports and associated drivers. If not the USB Ports were probably fried by the power outage.

If there is no display on the monitor, then your computer is not sending a video signal to the monitor.
This could be caused by a bad video card or some other hardware problem. I would open the case and disconnect all the devices (hard drive, CD, etc. Leave only the CPU, memory, and video connected. You could leave the keyboard and mouse connected too.
If your computer then starts, you can start to add devices (after turning the computer off) one at a time.
If this doesn't work, then you are looking at replacing the motherboard or just the video card if that is possible.
