you have a blocked filter, unplug from mains, take off back panel you will see a black sump hose coming from the tub to the pump, tilt the machine forward and put a dish or bowl under sump unscrew clamp and pull off slowly to release any water in the drum. You will find a blockage, also what appears to be a ping pong ball dont throw away it is meant to be there.

SOURCE: how to clean the filter
the dryer filter is in the dryer box on top of the drum, under the lid of the machine at the rear, sometimes has a grey hose going into it, the box will have to be removed and split to access it.
the wash filter will be either at the front of the machine behind the kick plate or at the rear behind the lower panel attached to th bottom of the drum.

F08 means the heater relay on the main pcb is faulty and the only way to clear it is to replace the main PCB (situated at the lower lh side - looking from the rear). Unless the new pcb is pre-programmed a new EEPROM will be required with the pcb. To be honest it would be better for you to conact HOTPOINT direct (tel : 08709066066) as if the appliance is under 5 years old they will repair it for £100 as the parts are free as long as you have hotpoint to fix it. The programming of the eeprom/pcb is done by the engineer from his laptop. For a small extra fee you can cover your appliance for a further 12 months as well as having it repaired.

is under the rear of the machine inside the sump hose. Remove the lower rear
inspection panel and tilt the machine forward, keep it tilted by placing a tin
of peas or something under it at the rear. Now put a shallow bowl or dish under
the sump to catch any water that may still be it the drum and remove the
retaining clip. Pull the hose free from the tub and the filter is inside. (Work safe and remove the power plug from the wall before commencing
any repair) For more tips on repairs use this link selfix-uk
