SOURCE: backup question
Once you save the data on the external drive it will stay there until you delete it from the external drive. I personally run (2) 1 terabyte external drives and I save My data on 2 separate drives. I have had them fail in the past. This is the only way to ensure you will always have a good copy no matter what. At the time I had only 1 500gb external hard drive and it was nearly full. I bumped it when it was running and lost every thing I had! With the low cost of external drives I recommend buying two of what ever capacity you require and making redundant backups, this will assure you your data will be safe. Sounds like the drive has seized spindle... Not good news.
Is it buzzing similar to any of these noises: http://datacent.com/hard_drive_sounds.php ?
What you should do is remove the internal drive from the enclosure and connect it directly to the computer. If still buzzing then it's a real mechanical problem...

The hard drive is probably faulty, how is the drive? if it uses a external powersupply the power adapter may have worn out and is not providing enough power for the drive to function.
Do you hear clicking from the drive?
A possible solution would be to remove the hard drive from the case, note that it may void your warranty if its still on warranty. And connect it to your computer directly to see if it functions.

Try rebooting the computer first with the drive not connected to it.
After the computer reboots, make sure the accomdata is turned off then connect the usb cable. Then turn it on and you should get the password dialog box and be able to access it.
