yes it is, and yes it can. BUT it maybe a difficult problem to determine if it is intermittent, you will be best served waiting until it fails "Hard On" otherwise it may take some time to find the intermittent fault.

2 flashes signals that the power source goes in protected mode. This is what happens: a part on another board inside the tv has failed, when the tv starts the first board that gets activated is the power source one, it starts normally; when the source is fully on the status light goes to blue and the source starts powering the other boards of the tv; in that moment the failed part also starts to receive power and because it has failed it no longer delivers the correct signals to the rest of the boards; when that happens the safety system in the processor detects the fault , signals it thru the status light and stops the powering up process - the power source is sent in protected mode so the status light changes to red.
To fix that properly the tv must be opened and the power source tested to find out what caused the failure and what other boards are also damaged.
This is a very complicated job, you will have to call the repair shop of the nearest dealer and arrange for a visit. In the mean time unplug the tv from the mains.
